The site
Clowntravelagency.com was discovered using clues called in to participants with Joker cell phones.

Upon its discovery, Clowntravelagency.com displayed a suitcase and an envelope with "DEPARTURE DATE 4-01" written on it. It can be assumed that a game will commence on that date. The game may start at around 3PM Eastern time, the same time stated for the Town Hall meeting mentioned on Ibelieveinharveydent.com.

At 9AM EST, the image was replaced with an identical image, except with the envelope open.
Upon "opening" the envelope, a message is shown:
