A new message can be heard on Rossi's voicemail. It can be inferred that the "some guy" is James Levine from Thegothamtimes.com and that the caller is Francis Notaro. Notaro is referring to an interview with Levine for an upcoming Gotham Times issue (The Zshare .mp3 file of the interview can be downloaded here. )

From this information and Notaro's bank statement, it can be assumed that Notaro planned to take his entire family out of Gotham and into hiding. Glenn Barhyte had been trying to meet with Notaro via email and managed to secure a meeting on April 9 on the Liberty Ferry. However, Frank Notaro did not show up out of fear.

In desperation and fear for the safety of his own family, Notaro planned to confront Candoloro at Rossi's Deli, but instead snaps and takes hostages. The situation is alleviated by Harvey Dent, who negotiates with Notaro himself.
