Roger Garcetti is Gotham's acting District Attorney. He has a public dislike of Batman and ADA Harvey Dent. Since Harvey Dent is District Attorney in The Dark Knight, it can be assumed that Garcetti either loses reelection or suffers some kind of mishap.
