Roger Garcetti is Gotham's acting District Attorney. He has a public dislike of Batman and ADA Harvey Dent. Since Harvey Dent is noted in the Bat-world of being a District Attorney, it can be assumed that something happens to DA Garcetti that allows Dent to take the role of DA.
