The guy that keeps on exclaiming "Karl!" would seem to act like McCree, who is Karl's partner. If that was his partner, the way he acts totally makes sense. - I was thinking that, too, at the beginning. But, we know that a cop radios in that an officer is down. The guy that keeps on exclaiming "Karl!" would seem to act like McCree, who is Karl's partner.
