initates a hostage situation at nearby Rossi's Deli.
During the GPD's emergency response to the crisis,
Harvey Dent successfully negotiates with Notaro and
alleviates the situation.
While on the phone with Albert Rossi, Francis Notaro
witnesses the death of his partner, Cisneros.
New emails on Glenn Barhyte's email prove that
Notaro was going to Rossi's to kill Candoloro
to avenge Cisneros's death.
