There are 21 individual, unique shapes in the puzzle, even though many of the repeats are rotated. If you assign the first shape to "A", the second to "B", and so forth, in the order that they appear, left to right, top to bottom, the following pattern appears:

Further developments
Due to the images being sent with two messages, it has been suggested that there is another part to the puzzle, possibly one that involves mazes. Pursuit of this aspect is still underway.
Anyone who wants to take a crack at reorganizing the 21 images may do so by downloading all of the .gif files from Zshare here. The letters are unsubstituted representations of the original collection.
