Francis Notaro is a decorated sergeant on the Gotham police force. He has publicly acknowledged that Harvey Dent offered him money to testify against an innocent cop. However, police documents reveal that he killed an innocent to gain his award, and Gotham Times reporter James Levine has disproved Notaro's claims about Dent.
