Detective Arnold Flass was James Gordon's former partner in Batman Begins. He was rendered mentally incapable after the Narrows Disaster and is now committed to a mental hospital stripped of his disability pension since he was found guilty of fraud, thanks to efforts by ADA Harvey Dent.
